When newly elected Congressman Thomas Bell, played by William Katt, arrives in Washington to take the place of his recently retired father in the U.S. House of Representatives, he doesn't exactly get a red-carpet welcome. His youthful appearance and down-to-earth attitude concern even his assistants, Susan Pengilly and Link Winslow, about his ability to handle life on "the hill."

Pat Bell , Tom's father, promptly introduces the new Congressman to the "right" people -- influential politicians like Steele Cooley, known to hold the power to make or break political careers. Determined to do things his own way, Tom instead concentrates his efforts on the concerns of his constituents rather than pleasing his Capitol Hill peers.
